Introduction:
Based on the fact that reconciliation is a sublime human and social character preached by all divine religions, and proclaimed by the prophets and the apostles because it derives from the power of faith, the integrity of heart and mind, nobility of origin, the purity of spirit and good morality, and God almighty commends such a feeling in his miraculous words where God says: -
"The Believers are but brothers reconciliation between your brothers and fear Allah, that ye may obtain mercy."
Confirming those social and humanitarian principles, and through a sincere care from Mr. Saif al-Islam Gaddafi, Chairman of the Gaddafi International Charity and Development Foundation, signs of peace and tolerance have been launched through a constructive and purposeful dialogue with various organizational groups represented in the Libyan Fighting Group, the Jihad Organization and the Muslim Brotherhood and a number of other organizations. This sponsored activity was launched in 2006, when a dialogue committee was formed by the Gaddafi International Charity and Development Foundation, the Social People’s Leadership and the General People's Committee for Justice. Members of the group have responded positively to this good initiative and asked for closer encounters with the Dialogue Committee. And this has demonstrated the militant groups’ full conviction towards this initiative that softened the hostility and created the right atmosphere for compromise and sincerity and to invoke human emotions and good desires and intentions into the hearts of the members of the same community.
On March 8, 2008 the Gaddafi International Charity and Development Foundation announced the release of 90 LIFG members, and its intent to keep up efforts within this initiative. On March 11, 2009, the Foundation managed to release 136 more.
To confirm understanding and to provide an atmosphere of social harmony, the released ones began to reintegrate into society and to guarantee their rights and to have access to financial damages. All that has came about on the basis of dialogue since 2006 and through communications sent out by the Foundation to the General People's Committee requesting setting up a mechanism to compensate those concerned for their years they have spent in prison and to reintegrate them in to the community and to provide them with job opportunities.
Intellectual Reviews and their valuation by Scholars
On October 5, 2009 the Human Rights Society affiliate to the Gaddafi International Charity and Development Foundation, issued a joint statement with other Libyan human rights organizations represented by the National Commission for Human Rights and National Centre for Human Rights and the Bar Association in Tripoli and the Commission of Young Lawyers at the National Organization for Youth, to announce the release of 45 LIFG members, and 43 of those belonging to other militant groups.
The Groups have begun correcting their ideas, particularly concerning the concepts of jihad, and the correct understanding of the principles of Islam. The Group has finally released and published its intellectual revisions under the title: "Corrective Studies in the Concepts of Jihad, Control and Governance of People”. These revisions indicated an intellectual and mental maturity that led to the belief in the need to correct and adoption of new attitudes.
- Dr. Ahmed Al-Rasiouni, Senior expert at the Islamic Jurisprudence Academy, commended the Jurisprudential Reviews conducted by the Libyan Fighting Group, and appraised two points: - the first point pertains to full clarity in the issues discussed, and the second point involves scientific honesty as the authors have cited hundreds of texts, especially texts of ancient and modern scholars and all that was well documented from sources and references.
- The General Supervisor of Islam today Foundation, Dr. Suleiman bin Fahd al-Awda, asserted that these reviews that came under the title: "Corrective Studies in the Concepts of Jihad, Control and Governance of People" were based on unfaltering evidence and relied on statements by early and late imams and scholars; and that they were marked by moderation in both language and results.”This study that consists of nine chapters and written by some young people in Libya, is an expression of the end results, those people have reached following a practical experience that they had lived,” Dr. Awda noted.
- Dr. Suleiman Sadok Al-Bira, graduate studies professor in interpretation of the Koran, at the Faculty of Dawa and Fundamentals of Religion, University of Umm Al Qura, and after reading the book "Corrective Studies in the Concepts of Jihad, Control and Governance of People" describes this stage or step as one of vision, insight and understanding of the true realities of things related to people, time, space and events. He also praised the importance of this research as a serious study and a mature experience, and a valuable frankness attitude which is highly esteemed by wise people and by all clairvoyant, mature and understanding men. Dr. Al-Bira asserted that these studies are the fruits of a mature and meaningful dialogue conducted by scholars who have read and understood the reality well enough; so welcome… a thousand welcome to mature and meaningful dialogue; It is a way for rapprochement and mutual understanding and reducing distances between estranged people.
- Sheikh Mohammed al-Hassan bin Aldado, chairman of Scholars’ Formation Center in Mauritania, lauded the book " Corrective Studies in the Concepts of Jihad, Control and Governance of People", and said that it is an accurate and insightful research written by authors who have a sense for scientific methodology with an unbiased and objective style. They showed ability in gathering and citing substantial evidence Quran and the Sunnah and the consensus of Muslim scholars.
- In this regard, journalist, Sayed Zayed, wrote on Islamists Net website, that it is noteworthy that the group's leaders have written these intellectual and jurisprudential reviews in the military section of Abu Salim prison in Tripoli, Libya, under the auspices of the Gaddafi Development Foundation, headed by Seif al-Islam Gaddafi. It is perhaps important to point out that the reasons cited by the group's leaders as a motivation for revisions can be summarized in their remarks: "When we wrote this, we just did it out of hope for God’s reward, and out of desire for his blessing and to discharge our selves before God, and out of desire that it benefits the Muslim generations…"
- Mohamed Abdel Wahab Rafiqi, also called "Abu Hafs", made an exclusive statement to the website Islamists, in which he lauded the revisions of the Libyan Group, calling to activate it in all Maghreb prisons in order to benefit from it in eliminating extremism and violence. Mohamed Rafiqi, who is serving a sentence in a prison in Fez, Morocco, considered that the initiative of the Libyan State to open the door for the Libyan Group reviews and to sponsor it, is a bold initiative, especially that LFIG has attempted to assassinate Colonel Muammar Gaddafi. Nevertheless, the State gave them a chance to back away and review their extremist views. He also valued the efforts of those who worked on to make the reviews of the Libyan Islamic Fighting Group a success. And he pleaded that this intellectual revisions experience of the LIFG finds positive echoes in Morocco.
Press Conference by the Chairman of the Foundation and the Success Story:
Finally, the ship of reconciliation and reform of this good initiative sets anchor on a safe beach. On March 23, 2010, the Foundation (GICDF) announced in a statement it released the success of the dialogue endeavors by releasing 214 members of various militant groups, including the leaders of the Libyan Fighting Group, and they are: -
1 - Abdul Hakim Khuweldi Bil-Hajj (Emir of the Group)
2 - Sami Khalifa Al-Saadi (Legal Officer).
3 - Khalid al-Sharif (the security and military officer in the group).
in addition to those who supervised the authoring of the "Corrective Studies in the Concepts of Jihad, Control and Governance of People", along with members of the LIFG. The book examines the concept of jihad for the sake of God, and the jurisprudence of difference, its forms and etiquette, and it also defines fanatism and extremism.
Mr. Seif al-Islam Gaddafi, the chairman of the Gaddafi International Charity and Development Foundation, and sponsor of this high initiative and meaningful dialogue held a press conference in Tripoli on the occasion of the release of 214 prisoners from different militant groups, in the presence of the leaders of the Islamic Fighting Group, namely: Abdul Hakim Khuweldi Bil-Hajj (Emir of the Group); Sami Khalifa Al-Saadi (Legal Officer); Khalid al-Sharif (the security and military officer in the group), and of various international, Arab and local media.
Mr, Seif al-Islam, opened his remarks by stressing the importance of this day in Libya’s life. He said: "This is a day of reconciliation, openness and reunion. It is also a day of freedom. Today as Chairman of the Gaddafi Foundation, sponsor of this initiative; the dialogue initiative with all Islamic Groups in prison or abroad, and the reopening of the channels of dialogue, debate and re-integration of all our brothers into the community so that they become shovels of construction and not of destruction; and thus, today and after good efforts, we announce the release; and the Libyan State announces today the release of 214 prisoners of various groups. And here, stated in detail, they are 100 members directly related to the file of groups present in Iraq, and 80 members of them are also linked to Jihadist cells at home and who were acquitted, but their release was delayed for several reasons; however, today, thanks God, they have been released, along with some 34 members of the LIFG and especially their leadership were also released today."
Mr. Chairman of the Foundation also confirmed that the remainder number is 409, and that those targeted to be set free in the coming period are some 232 individuals, who will be released once it has been ascertained that they do not represent a threat for the community.
Mr. Chairman of the Foundation also reiterated the importance of this historic day, by saying: "What happened today is a historic event with a great meaning, but the journey will continue until the release of the last person from prison, this is one point; the second point, as regards with the prison, now an after all this effort, it was decided that it would not only become open prison, but a center is open to all; it will not be in prison. The press, experts and diplomats will have access to it, and thus it will become a rehabilitation center.” “Our enthusiasm for this program emanates first from the fact that it is good work, and we do not want to see anybody behind bars, and this work will be add to our good deeds, hopefully, on the Judgment Day,” the head of the Foundation said.
The Chairman of the Foundation sent a letter to the Libyan youth telling them that the brothers who were in the leadership and organizations and practiced violence in Libya, and killed hundreds of people and there were many victims on all sides, they will recount their experiences to the youth, and to say that regret the way that they have followed in the past because the Libyan society is not an infidel community that merits to declare Jihad against it, it is rather one that has taken the Quran as its law, and Libya is one of the countries most committed to Islam.
The Chairman of the Foundation advised they youth saying: "I advise a lot of young people to read this book before they get ready to blow up oil installations in Libya or think of kidnapping of tourists in Libya or joining armed groups in Algeria and Mali…the book is (Corrective Studies in the Concepts of Jihad, Control and Governance of People). And on this occasion, I would like to send another message to our Libyan brothers who are currently fighting in the mountains of Algeria and the Malian desert and tell them they are in the wrong place. Algeria is a Muslim, and Algeria has experienced a civil war and very harsh conditions where babies, women and kids were killed, and there were beheadings and all such atrocities. I tell you I went to Algeria several times and I know that your brothers in Algeria do not need you to fight in the mountains. Algeria has enough problems, so I tell you that you are now able to lay down arms and return home; you will be return to Libya as free citizens and help in building this community. Libya needs you. This talk is also directed to our Libyan brothers who are in Mali, the Malian desert, and Mauritania; now they can contact us and come back, and all safeguards shall be granted them, , God willing."
Islamic World Scholars and International Researchers Highly Praise this Unprecedented Dialogue Experience:
- Dr. Yusuf al-Qaradawi, the head of the International Union for Muslim Scholars, praised this unprecedented move and initiative regarding the release of various militant groups. This praise was expressed during a Friday sermon at "Omar Bin Khattab mosque” in Doha on March 26, 2010, where he said "I strongly welcome the decision of the Libyan Leader Colonel Muammar Gaddafi and thank him for his courageous decision, and this is not surprising, as I have already mediated, some 8 years ago, on behalf of a group sentenced to death, and I told him then that everything can be remedied except death penalty and bloodshed. And he was very generous. He abrogated the death sentence and then later released them, and it is expected to release greater numbers soon, God willing."
- Rev. Sheikh Dr. Suleiman bin Fahd al-Awda, General Supervisor of Islam Today Foundation, confirmed that the Libyan experience (dialogue with Fighting Islamic Groups) is a success for dialogue and for those parties who put their stakes on it; he expressed his hope that this would be a step that guides to a different method in dealing with the phenomenon of armed action which has expanded recently. He also confirmed that this is evidence on the goodwill which resulted in good work as God Almighty said: - "If He wants reform, Allah would reconcile them”. So, along with the will for reform, Allah would also bring about conciliation, and what reconciliation is better than belligerent rivals become loving brothers who love one another in righteousness and piety, directing each other to the right and advising each other to be patient, and guiding each other to good doing and forbidding evil. So, all the good and blessed praise is to God”.
On the other hand, Dr. Awda confirmed that this experience is a unique and a genuine experience that has so far culminated in such a blessed détente, and I hope it to be a step towards adopting a different approach to the phenomenon of armed action that has prevailed recently in the Islamic world.
- Dr. Hamzah Abu Faris, Professor of Islamic Studies at Al-Fateh University, thanked the Chairman of the Foundation, and said: "We have to thank Mr." Seif al-Islam for his good endeavors in releasing those young men from prison". He also said, "I hope that Mr. Seif al-Islam keeps up his efforts to release the rest”. Dr. Hamza Abu Faris, also extended thanks to Dr. Ali Sallabi, Member of the Board of Trustees of the Gaddafi International Charity and Development Foundation, for his relentless patience and travels, and his shrewdness in dialogue and his good-heartedness during this very difficult task.
He also paid tribute to the young brothers who responded to the dialogue, saying: “I have to thank those young people who responded to the dialogue and chosen it as a way, and I advise them – and true religion is advice- to integrate into society and influence it by their good demeanor and sound dialogue, and we hope… we are rather certain that the community will benefit from them.
- Ennahdha Movement in Tunisia expressed its great satisfaction towards this initiative:
Ennahdha Movement in Tunisia saluted the wisdom of the Libyan leadership in opening the file and addressing it through dialogue that leads to calling fellow countrymen back and reintegrating them to serve their country as good useful citizens. The Movement also hailed Mr. Seif al-Islam, Chairman of the Gaddafi International Charity and Development Foundation, for his efforts and contribution to address the crises experienced by Libya, and wishes him all the success in his reform project in such a way that would bring together all the Libyans in all walks of life to serve their country.
- American writer and researcher, Dr. Garret Prachman, a specialist on terrorism, commended dialogue as a tool. This came during an interview published in the Libyan daily Oea and in response to a question about comparison between what happened in Libya especially the release of these young people after discussions and reviews, and what happened in America in dealing with extremism and terrorism; Dr. Prachman said: "I think that the two are different from one another because Libyans arrived at these results through Libyan communication tools only, and also all parties that participated in the dialogue process are all Libyan only.”
“In Libya, Dr. Prachman said, the option was rehabilitation and reintegration for the purpose of integration within the community, but in the United States, they are only interested in arresting terrorists, and then removing them and detaining them in prisons.
-In an interview with (Al-Hayat), Noman Bin Othman said: "Seif al-Islam Gaddafi was very modest in his press conference when he said he did not play any role; he knows his role and we know that this talk does not reflect the reality at all; in fact there were repeated obstacles that no one could overcome except Seif al-Islam."
The dialogue experience led by the Gaddafi International Charity and Development Foundation with members of the militant groups has become a model to be followed by the Arab and Islamic World: -
A workshop was held on March 23, 2010 in Tripoli on "the dialogue experience by the Gaddafi International Charity and Development Foundation and its approach with the Libyan Fighting Group and other groups have resorted to violence as a means for political action." A number of experts, researchers, analysts and specialists from various international centers, institutes and research institutions specialized in the field of combating terrorism and related issues have participated in this workshop in addition to the team of the Gaddafi International Foundation, who followed up this initiative, and a number of members of the Libyan Fighting Group, who renounced violence after a series of dialogues overseen directly by Mr. Seif al-Islam, Chairman of the Gaddafi International Charity and Development Foundation.
There also participated in this workshop a number of specialists from the security services in Libya, and who contributed to the success of the initiative. To this effect Dr. Youssef Suwani, Executive Director of the Gaddafi International Charity and Development Foundation, highlighted in his remarks the components that distinguished the holistic approach of Mr. Seif al-Islam Gaddafi. He clarified in his remarks the principles and the foundations adopted by the Foundation to secure dialogue and guarantee its success factors, starting from building confidence and mutual trust and respect to intellectual dialogue based on non-exclusion, and the strategy related to social integration and sustainability of the successes achieved.
Dr. Sallabi, member of the Board of Trustees of the Gaddafi International Charity and Development Foundation, elaborated on the doctrinal aspects of the dialogue related to the subject; he also highlighted the contributions made by Mr. Seif al-Islam’s approach, and his full commitment to dialogue and creating the conditions for its success. Dr. Sallabi also emphasized the lessons learned from the Gaddafi Foundation’s success story, especially after the publication of the intellectual revisions launched by the leaders of the Libyan Fighting Group. He also emphasized the importance of keeping up Mr. Seif al-Islam’s initiative and to provide all the necessary conditions to ensure its sustainability.
Furthermore, participants interested in studying the Libyan example in dealing with organizations and elements that espouse violence, compared to tests others through their interventions appreciation to "Saif al-Islam Gaddafi," to adopt to approach the dialogue and to consider this as part of the approach to a more comprehensive is linked to the achievement of development and progress in Libya, in general, and That was a crucial element in the success of the dialogue and access to the results achieved in record time is on the one hand and in a time of escalating violence fever in many parts of the world.
With God's help and will continue to welcome initiative of the High way towards constructive and meaningful dialogue for the release of the other members of organizational groups to develop a spirit of brotherhood and cooperation for reunification and cleanse the soul and is a positive payment, including the movement of society to greater heights and wider.
